Voucher Programs

 The HPPL voucher program is finished for 2025.   Please check back in January 2026 for the request form.

Due to the limited funding for this program, we are now issuing vouchers for this program.  You must have a voucher.  Fill out the voucher request below to apply for a voucher.  Limit 2 vouchers per household per month.  Other restrictions apply.  Please read the application carefully before applying.  Incomplete applications will be rejected.  

If you receive a voucher, you must make an appointment.  We are no longer accepting walk-ins.  Please read and follow all instructions on the voucher.

Failure to follow instructions will result in any vouchers being voided and possibly being banned from using this program.  

Please be respectful toward our employees.  They are required to follow these rules just as you are.

City of Humble Residents who are on public assistance or Social Security are eligible for free TNR with proof of public assistance or Social security and proof of residence either a water bill from the City of Humble or a lease or drivers license showing you reside in one of the following apartments:

Meadowbrook – 515 S. Bender Ave.

Park at Deerbrook – 19700 Whitaker Drive

Bender Hollow – 424 S. Bender Ave.
